Delay in Satellites Could Jeopardize Severe Weather Forecasts

The following article was published on January 16, 2012 by Emergency Management.  The author was Elaine Pittman.  Given the variety of weather related issues that confront our region, I found this article to be very interesting.  Accurate weather forecasts trigger many activities designed to protect the citizens of our community and less than accurate weather data could prove to be very tragic at some point in the future.

2016 is looming as the year during which a gap in weather satellites could leave the nation without some of the severe storm data that’s vital to early warnings. After 2011’s record-breaking severe weather — with 12 disasters that cost more than $1 billion — it seems counterintuitive that budget reductions may create a period of 12 to 18 months during which severe warnings days in advance of a storm likely won’t be available, according to National Oceanic and Atmospheric Administration (NOAA) predictions.

Vital to weather forecasting, two polar-orbiting satellites collect data above the Earth’s poles 14 times per day and feed data into a computer model. According to NOAA, the satellites’ orbits “provide two complete views of weather around the world,” which allow meteorologists to “develop models to predict the weather out to five to 10 days.” In addition, polar-orbiting weather satellites provide about 90 percent of the data used in National Weather Service forecast models.

The two satellites provide continuity of information, with one providing data during the mid-morning orbit and the other in the early afternoon. The first is run by the European Organisation for the Exploitation of Meteorological Satellites, which partners with NOAA and benefits from the information collected in the afternoon orbit. The second satellite is owned by the United States — and is where the information gap issue lies.

Because of a funding reduction, Ajay Mehta, deputy director for NOAA’s Joint Polar Satellite System (JPSS), said the launch of the new satellite, called JPSS-1, was delayed. JPSS-1 will replace a NASA satellite that was launched on Oct. 28, 2011. NASA’s satellite — called the National Polar-Orbiting Operational Environmental Satellite System Preparatory Project, or NPP for short — will provide operational data for four or five years.

“That is an important thing for our continuity because [it’s] the last of the old generation of satellites we had launched in 2009,” Mehta said. “That one is only going to last for another couple of years.”

While NASA’s satellite is providing continuity of information, its life cycle is expected to end in 2016, and Mehta estimated that JPSS-1 won’t be fully operational until 2017. The time between NPP and JPSS-1 is when the information gap is expected.

“For the polar orbit, we have had operational satellites since 1979, so this mission is critical to provide continuity of NOAA operational data sets,” said Mitch Goldberg, JPSS program scientist. “NOAA has products and services, such as weather forecasting, and they depend on this constant flow of data from satellites going to weather prediction models.”

Funding Issues Abound

Last year was rife with concerns over how much funding NOAA’s satellite program would receive and what that would mean for the future of severe weather forecasting in the United States. NOAA Administrator Jane Lubchenco had many poignant sound bites in 2011, including that budget cuts to the satellite would be a “disaster in the making;” that in a few years, the agency may not be able to do the severe storm warnings that people have come to expect; and that it could cost three to five times more to rebuild the project than to keep funds flowing toward it.

President Barack Obama requested a little more than $1 billion for 2011 and beyond for the polar-orbiting satellite program. On Nov. 18, 2011, legislation was enacted that gave JPSS $924 million for 2012. “While we’re happy with the level of funding in this fiscal environment, it was still almost $150 [million] less than the president’s request — therefore it will not eliminate the possibility of a gap,” Mehta said via email.

Accuracy Is Key

When thinking about impacts that the information gap could have on emergency management, a question arises: What would be different?

To help assess how beneficial the information from polar-orbiting satellites is to weather forecasting, the National Weather Service reran forecasts for Snowmageddon, the blizzard that hit the East Coast in February 2010, without the satellites’ data. “When they took the data out, they ended up mis-forecasting it by almost 50 percent,” Mehta said. With the polar-orbiting data, a 20-inch snowfall was predicted, and without it the forecast was 10 inches of snow. In reality during the week of storms, 28.6 inches of snow fell in Washington, D.C. — the most since 1922, according to NOAA.

“You can imagine the difference for decision-makers,” said Goldberg. “If someone tells you there is going to be a seven-inch snowstorm or two-foot snowstorm, you’re going to make different decisions based on those two scenarios.”

The last year also has seen an increase in severe weather. From the tornadoes in Alabama and Missouri to Hurricane Irene impacting the East Coast, tremendous amounts of devastation have occurred across the U.S., the forecasts for which have been “very good,” Goldberg said. Without data from the polar-orbiting satellites, however, he said there would be a major degradation of weather forecast performance.

Another issue is this information can’t be obtained from other sources. Although the United States partners with Europe’s satellite program, data from both orbits is needed, said Mehta. He added that NOAA is exploring all options and has looked into privately owned satellites — but that would not help prevent the predicted information gap.

“Our estimates show that for somebody to build a new instrument and launch it, it’s going to take much longer,” he said, “because we’ve already started building the instruments and spacecraft for JPSS-1.”

 And the lack of additional information sources also applies to state and local emergency management agencies. Larry Gispert, past president of the International Association of Emergency Managers and former emergency management director of Hillsborough County, Fla., said everyone — the private and public sectors — relies on NOAA and the National Weather Service for severe weather information. He said some companies will process that data and put their own spin on it — “but they all get that data from the federal government.”

Impacts on Emergency Management

What it comes down to is that emergency managers need severe weather data — and it must be as accurate as possible and provide enough time for preparing and evacuating people if needed. The island of Key West, Fla., is the year-round home to about 25,000 people, but sees more than 1 million visitors annually. Craig Marston, Key West’s division chief of emergency management and training, said evacuation procedures begin 96 to 72 hours before a storm is predicted to make landfall and having good, up-to-date information is key.

“We’re pretty far out there, so what really concerns us is that NOAA is able to maintain its air flights,” he said.

Marston works closely with the National Hurricane Center and the local Weather Forecast Office to know what the weather is doing and what to expect. In the event that severe weather data isn’t available for more than three days in advance, Key West’s ability to evacuate health-care patients and other populations could be jeopardized — 72 hours is the minimum amount of time needed to fly patients from the area. “We rely heavily on the Weather Service for its information,” Marston said.

Hillsborough County’s Gispert said the large numbers of people who live in coastal areas make storm information necessary to help with evacuations. “Emergency management people have a tough enough job without getting accurate data and some kind of advanced warning of potential threats,” he said.

Like most issues, it all comes down to money, and Gispert said public safety is one of government’s ultimate responsibilities. “If my congressman would ask me, and I often tell them, if it was a choice between funding one more bomb to Afghanistan or putting up a weather satellite, guess which one I am going to vote for.” 





Local MUD operating companies maintain disaster preparedness certification with county

Each year, Fort Bend County OEM works closely with local municipal utility districts to ensure that adequate preparations are taken to get ready for the hurricane season and also for other disasters that are not related to hurricanes.  Below, please see the text from a recent article published by the Fort Bend Star recognizing the efforts of local operating companies who have maintained their preparedness levels during 2011.  In fact, most of these entities have been part of the County’s MUD Readiness Program since its initiation in 2009.  The article was published on December 21, 2011.  And, believe it or not, in just a few short weeks, it will be time for the 2012 Program to kickoff!

County Judge Bob Hebert in conjunction with the Fort Bend County Office of Emergency Management would like to recognize Municipal District Services, Severn Trent, SouthWest Water Company, Environmental Development Partners and Fort Bend County Municipal Utility District No.25 for participating in a voluntary National Incident Management System (NIMS) Program that he initiated in 2009.  In 2011, each company completed the requirements of the program and are hereby recognized as “NIMS Competent First Responders.”

Those recognized have earned the distinction by taking actions to become an integral part of the County’s emergency management network. The program involves a series of actions to be taken to make these operating companies more prepared for Hurricane Season, improve communications with emergency management staff at the County level, and truly begin to make the County’s water districts responsible for emergency management activities. County Judge Bob Hebert stated, “The program is based on assuring that participating operating companies are fully informed on the workings of the National Incident Management System and the role of the county in supporting all first responders during a declared emergency. The idea is to ensure improved communications between emergency management personnel and utility operators and to include utility district representation in the County EOC in all future activities.”

The conditions of the program included having employees from each utility operating company complete four NIMS on-line training courses (100, 200, 700 and 800).  Additionally, multiple employees have attended training sessions at the Fort Bend County Emergency Operations Center (EOC). During these sessions, attendees learned key definitions, the difference between crisis management and consequence management, the emergency response realities for municipal utility districts, the purpose and objectives of the County EOC, and the framework for the State of Texas Emergency Management Plan.

Jeff Braun, the County’s Emergency Management Coordinator, notes that “OEM staff is committed to expanding the readiness program and he is hopeful that additional companies will take advantage of the training offered in the voluntary program.”  Overall, the program is intended to ensure a more coordinated and effective response to water emergencies that may occur in the future in Fort Bend County.





National Hurricane Center chief Bill Read announces June 1 retirement

MIAMI — National Hurricane Center Director Bill Read, who took over the forecasting agency during a time of turmoil and leaves it much calmer, announced Saturday he will retire effective June 1.  Read, 62, said he never intended to stay in the position he has held since 2008 for longer than five years.

“I will have been in charge just shy of four and a half years on June 1,” Read said in a letter to hurricane center staff and managers at its parent agency, the National Oceanic and Atmospheric Administration. “I had no idea I would ever be considered for such an honor. It’s been quite a ride and I’m blessed to hit the exit ramp in my career after working with you all.”

Read replaced Bill Proenza, who stirred controversy by repeatedly and publicly criticizing federal officials for what he considered inadequate funding for accurate storm forecasting and failure to replace an aging weather satellite. At one point, most senior and top-line managers at the hurricane center demanded in writing that Proenza be relieved of his duties, contending he was undermining public confidence in their work.

Proenza left the job after only six months. He had replaced the popular Max Mayfield, who was well known around the country because of his frequent TV appearances during major storms such as Hurricanes Katrina and Wilma in 2005. Read’s tenure has been far less contentious and, although dozens of tropical storms have formed in the Atlantic Ocean since his appointment, no major hurricanes have struck the U.S. mainland since late 2005.

“Bill has provided superb leadership at the National Hurricane Center as 63 tropical systems formed across the Atlantic basin, including two of the more active seasons on record,” said Jack Hayes, director of the National Weather Service. “Bill’s departure leaves a noticeable void to fill.”

A search for Read’s successor will begin immediately. Read said he chose June 1 in part because it marks the start of the 2012 hurricane season, meaning his replacement will initially tackle those hectic duties and then move into the off-season aspects of the job armed with storm experience. Read also said he has unspecified business opportunities that become available in the summer.

Read has worked in the military or government since 1971, when he joined the U.S. Navy and later became part of the Navy’s Hurricane Hunters team. He joined the National Weather Service in 1977 and rose to become meteorologist in charge of the Houston-Galveston office in Texas from 1992 to 2007.





The 2011 Hurricane Season in Less Than Five Minutes

The 2011 Atlantic hurricane season officially ended on November 30th and produced a total of 19 tropical storms of which seven became hurricanes, including three major hurricanes. This level of activity matched NOAA’s predictions and continues the trend of active hurricane seasons that began in 1995.

Surprisingly, none of the first eight tropical storms reached hurricane status, a record since reliable reports started in 1851. Hurricane Irene’s effects in the Caribbean and the United States led to 43 deaths and accounted for the bulk of this season’s damage at $7.3 billion. Irene was the first landfalling hurricane in New Jersey in 108 years. Hurricane Katia had far-reaching effects causing severe weather in Northern Ireland and Scotland and power blackouts as far east as Saint Petersburg in Russia. Tropical Storm Lee caused major flooding in Pennsylvania, New York and into the Canadian provinces of Quebec and Ontario. The strongest storm of the season was Ophelia, which reached category four strength in the Atlantic Ocean east of Bermuda.

An integral part of NOAA’s ability to monitor and predict hurricane formation and movement is the data that is provided by the GOES satellite, with its visible imagery, infrared sensors, and sounding capabilities. This animation merges both the visible and infrared imagery taken by the GOES East (GOES-13) satellite every 30 minutes over the Northern Hemisphere from June 1 — November 28, 2011.

 





Update – 2011 Hurricane Season

I know a lot of you are wishing for a Tropical Storm or a Hurricane.  The thought is that will provide us much needed rain and cool the temperatures.  That might be the case, but wishing for a tropical system to make a direct hit on the Houston-Galveston area sounds a bit dicey to me.  We are now about halfway through the 2011 Hurricane Season, and except for some excitement caused by Tropical Storm Don, not much has developed out in the Atlantic so far. 

However, the National Oceanic and Atmospheric Administration (NOAA), through its Climate Prediction Center, has recently published its 2011 Updated Atlantic Hurricane Season Outlook.   As issued on August 4th, a summary of the Outlook is found below:

NOAA’s updated 2011 Atlantic Hurricane Season Outlook calls for an 85% chance of an above-normal season, and a 15% chance of a near-normal season. There is no expectation for a below-normal season. Therefore, 2011 is expected to become the twelfth above-normal season since 1995. This updated outlook reflects a higher likelihood of an above-normal season compared to the pre-season outlook issued in May, which indicated a 65% chance of an above-normal season. See NOAA definitions of above-, near-, and below-normal seasons. The Atlantic hurricane region includes the North Atlantic Ocean, the Caribbean Sea, and the Gulf of Mexico.

The higher confidence of an above-normal season is based on several factors. First, as predicted in May, conducive atmospheric and oceanic conditions are now in place over the tropical Atlantic Ocean and Caribbean Sea (called the Main Development Region- MDR). Second, these conditions are expected to persist throughout the peak months (August-October) of the hurricane season in association with the tropical multi-decadal signal, which has contributed to the high activity era that began in 1995. Third sea-surface temperatures in the MDR are the third warmest on record, and models predict a continuation of very warm SSTs through the hurricane season. Fourth, there is a possibility of La Niña re-developing.

Historically, this combination of conditions produces an active Atlantic hurricane season. In addition, several dynamical model forecasts of the number and strength of tropical cyclones indicate that an above normal season is likely.

The 2011 season is expected to be comparable to a number of active seasons since 1995. We estimate a 70% probability for each of the following ranges of activity during 2011:

  • 14-19 Named Storms
  • 7-10 Hurricanes
  • 3-5 Major Hurricanes

The official NHC seasonal averages are 11 named storms, 6 hurricanes, and 2 major hurricanes. To date, five tropical storms (Tropical Storms Arlene, Bret, Cindy, Don, and Emily) have formed in the Atlantic basin. Significant activity is expected for the remainder of the season, with an additional 9-14 named storms likely, of which 7-10 are expected to become hurricanes with 3-5 reaching major hurricane status.





“Watching” for 2011 Hurricanes along the Texas Gulf Coast

Well, it is June 1st, start of the Hurricane Season; and seemingly on cue, Tropical Disturbance 5 is now traveling westward and forecasts say it might bring the risk of heavy showers and thunderstorms to Texas.  We do need the rain, so the showers would be welcome, but I always think that wishing for tropical disturbances might be a bit risky.  But, for now, we will wait and see what happens.

And this is what many Emergency Managers along the Gulf Coast will be doing for the next six months—watching disturbances hundreds and hundreds of miles away from our area.  It is necessary to keep watch—- it takes a long time to prepare our jurisdictions for the arrival of a hurricane or tropical storm.  And to make sure we are effective, it is important that we begin following the track as soon as forecasters say it might be a threat to our area.

So, for the next six months, there will be lots of starts and stops; and starts and stops.  Some storms will turn up into the Atlantic and not harm a soul; and others will travel to the Eastern Seaboard.  Still others will curve up into the northeastern Gulf of Mexico and land in Florida or Alabama; others will stay South and visit Mexico; and sometimes, the hurricane will vanish and disappear and not make landfall anywhere.  This is what happened last year.  The year 2010 was very active hurricane season, but no hurricanes made landfall in the United States.

But, nevertheless, Emergency Managers in Texas will be watching the Atlantic and the Caribbean and the Gulf for that one storm that might choose to travel our direction.  And, the citizens of our jurisdictions and counties can rest assured that Emergency Managers working in both the public and private sector are watching, and preparing, and getting ready to respond.  And even if it turns out to be a false alarm, the Emergency Managers know that they did not waste time— they got better prepared, probably learned a couple of new lessons for their efforts, and will be ready to “watch” some more.

So, what are the names of the storms we will be “watching” this year?  The National Hurricane Center has released its pre-approved listing of hurricane names for the Atlantic this year.  The list has been formed by the Center since 1953.  When first generated, the lists consisted of only female names; however, since 1979 the lists alternated between male and female names.  Actually, there are six lists that rotate continuously— containing hurricane names from “A to W;” but excluding “Q” and “U.”  Names on the list only change when a hurricane is very severe and damaging; when that happens, the name is retired and another name replaces it.

So for this year, the names will be:

Arlene, Bret, Cindy, Don, Emily, Franklin, Gert, Harvey, Irene, Jose, Katia, Lee, Maria, Nate, Ophelia, Philippe, Rina, Sean, Tammy, Vince, Whitney

There are normally less than 21 named tropical storms in any calendar year.  In the rare years when more than 21 storms are named, the additional storms are given names from the Greek alphabet; such as Alpha, Beta, Gamma, and Delta.





NOAA hurricane outlook indicates an above-normal Atlantic season

Hurricane Season begins on June 1st!  On May 19th, the National Oceanic and Atmospheric Administration (NOAA) distributed its projections for the 2011 Hurricane Season.  The NOAA outlook is  provided below:

The Atlantic basin is expected to see an above-normal hurricane season this year, according to the seasonal outlook issued by NOAA’s Climate Prediction Center – a division of the National Weather Service.

Across the entire Atlantic Basin for the six-month season, which begins June 1, NOAA is predicting the following ranges this year:

  • 12 to 18 named storms (winds of 39 mph or higher), of which:
  • 6 to 10 could become hurricanes (winds of 74 mph or higher), including:
  • 3 to 6 major hurricanes (Category 3, 4 or 5; winds of 111 mph or higher)

Each of these ranges has a 70 percent likelihood, and indicate that activity will exceed the seasonal average of 11 named storms, six hurricanes and two major hurricanes.

“The United States was fortunate last year. Winds steered most of the season’s tropical storms and all hurricanes away from our coastlines,” said Jane Lubchenco, Ph.D., under secretary of commerce for oceans and atmosphere and NOAA administrator. “However we can’t count on luck to get us through this season. We need to be prepared, especially with this above-normal outlook.”

Climate factors considered for this outlook are:

  • The continuing high activity era. Since 1995, the tropical multi-decadal signal has brought ocean and atmospheric conditions conducive for development in sync, leading to more active Atlantic hurricane seasons.
  • Warm Atlantic Ocean water. Sea surface temperatures where storms often develop and move across the Atlantic are up to two degrees Fahrenheit warmer-than-average.
  • La Niña, which continues to weaken in the equatorial Pacific Ocean, is expected to dissipate later this month or in June, but its impacts such as reduced wind shear are expected to continue into the hurricane season.

“In addition to multiple climate factors, seasonal climate models also indicate an above-normal season is likely, and even suggest we could see activity comparable to some of the active seasons since 1995,” said Gerry Bell, Ph.D., lead seasonal hurricane forecaster at NOAA’s Climate Prediction Center.

NOAA’s seasonal hurricane outlook does not predict where and when any of these storms may hit. Landfall is dictated by weather patterns in place at the time the storm approaches. For each storm, NOAA’s National Hurricane Center forecasts how these weather patterns affect the storm track, intensity and landfall potential.

“The tornadoes that devastated the South and the large amount of flooding we’ve seen this spring should serve as a reminder that disasters can happen anytime and anywhere. As we move into this hurricane season it’s important to remember that FEMA is just part of an emergency management team that includes the entire federal family, state, local and tribal governments, the private sector and most importantly the public,” said FEMA Administrator Craig Fugate.

Hurricane impacts are not limited to the coastline; strong winds and flooding rainfall often pose a threat across inland areas along with the risk for tornadoes.

2011 Hurricane Forecast

Hurricane season is rapidly approaching.  It is time to begin preparing your family and your business for what very well may be an active hurricane season in the Gulf Coast.  In fact, there is a thought that there exists an above-average probability of  a major hurricane landfall in the United States and the Caribbean.

Every year at this time, experts at Colorado State University (CSU) make predictions forecasting what is expected in the upcoming hurricane season.  The Tropical Meteorology Project is headed by Colorado State University’s Dr. William Gray. Professor Gray has worked in the observational and theoretical aspects of tropical meteorological research for more than 40 years.

Dr. Gray’s hurricane forecast has gained international attention, and won him the Neil Frank Award of the National Hurricane Conference in 1995. His Atlantic basin hurricane forecasts are published here. (Archived forecasts are available.)

Dr. Phil Klotzbach has worked with Dr. Gray on the seasonal hurricane forecasts since 2000 and is currently working as a research scientist in the Department of Atmospheric Science. He designed the United States Landfalling Hurricane Probability Webpage which has received over 500,000 hits since its inception on June 1, 2004. His research interests include seasonal hurricane prediction and causes of climate change.

Dr. Gray and Dr. Klotzbach anticipate an above-average probability of United States and Caribbean major hurricane landfall.  They call for 16 named storms forming in the Atlantic basin between June 1 and Nov. 30. Nine of those are expected to turn into hurricanes with five developing into major hurricanes (Saffir/Simpson category 3-4-5) with sustained winds of 111 mph or greater.

“We expect that anomalously warm tropical Atlantic sea surface temperatures combined with neutral tropical Pacific sea surface temperatures will contribute to an active season,” said Klotzbach of the CSU Tropical Meteorology Project. “We have reduced our forecast slightly from early December due to a combination of recent ocean warming in the eastern and central tropical Pacific and recent cooling in the tropical Atlantic.”

The hurricane forecast team made this early April forecast based on a new forecast scheme that relies on 29 years of historical data. The hurricane team’s forecasts are based on the premise global oceanic and atmospheric conditions – such as El Nino, sea surface temperatures, sea level pressures – that preceded active or inactive hurricane seasons in the past provide meaningful information about similar conditions that will likely occur in the current year. The team’s annual predictions are intended to provide a best estimate of activity to be experienced during the upcoming season, not
an exact measure.

“We remain – since 1995 – in a favorable multi-decadal period for enhanced Atlantic Basin hurricane activity, which is expected to continue for the next 10-15 years or so,” Gray said. “Except for the very destructive hurricane seasons of 2004-2005, United States coastal residents have experienced no other major landfalling hurricanes since 1999. This recent 9 of 11-year period without any major landfall events should not be expected to continue.”





FCC Eyes Expanding Role of Travelers’ Information Stations

Below you will find an article by Randy J. Stine.  It was published in Radio World on March 4, 2011.  This article does a fair job of explaining the discussion that is now taking place at the Federal Communications Commission (FCC).  Fort Bend County has a vested interest in the outcome of the FCC’s decision related to Travelers’ Information Stations (TIS).  Fort Bend County, with a population nearing 600,000, is a second tier County in the Houston area, north of Galveston and Brazoria counties.  The County utilizes TIS on a daily basis, but most importantly during times of emergency.  The County’s TIS was built out for the prime mission of communicating with the thousands of citizens who may be evacuating the Gulf Coast from Galveston and Brazoria counties during threat of hurricane.

The system was built following Hurricane Rita based on lessons learned.  We have designed the system to provide advisory services for the two evacuation routes that cut across the County— State Highway 36 and State Highway 6.   During such emergencies, such as Hurricane Ike in 2008, the system worked flawlessly and provided us an effective way of communicating important evacuation information to the public, including fueling information, weather information, as well as information about evacuation routes.

Our County has taken special interest in Docket 09-019.  Our experiences with TIS technology over the last six years have made us realize the value of using TIS for emergency and public safety messages.  TIS has proven itself during disasters as a reliable method for reaching travelers with emergency information.  Fort Bend County supports the American Association of Information Radio Operators’ (AAIRO) position regarding clarification and update of FCC Part 90.242 rules governing TIS.

It is the County’s hope that the FCC will recognize the critical importance of expanding current TIS rules to allow for a loosening of content restrictions for NOAA weather broadcasts (both routine and non-routine).  This is critical for us in the Gulf Coast area.  Additionally, the ability to use TIS for Amber Alerts, Silver Alerts, power outages, pandemics, and 9-1-1 outages makes sense—- it provides better service to the travelers, especially in areas of messaging not even contemplated when TIS service was initiated many years ago.

FCC Eyes Expanding Role of TIS

The FCC is considering making adjustments to the rules governing Travelers’ Information Stations.

On the table are requests from some highway groups and TIS stations themselves to increase their power levels and widen the types of programming the low-wattage AM stations can air.

The commission is considering requests from three different groups for modifications to existing TIS rules in a Notice of Proposed Rulemaking. In the proposal, the agency asks what kinds of limits it should impose on TIS stations, if it does in fact expand their capabilities.

Low-power TIS stations, licensed to federal, state and local governmental entities, are only allowed to transmit travel-related information. Specifically, TIS stations can broadcast voice information pertaining only to traffic and road conditions, traffic hazard and travel advisories, directions, historical and event information and descriptions of local points of interest.

Some TIS operators would like to include such things as Amber alerts, terror threat levels, NOAA weather forecasts, public health warnings and other information.

The 10-watt radio stations, most often found at 530 kHz, air advisories directly to motorists and are located near major auto travel routes, airports, parks or transportation terminals. The FCC established the TIS service in 1977 and authorized them on a primary basis on 530 kHz and on a secondary basis in the 535–1705 kHz band. Transmitting antennas cannot exceed 49.2 feet in height.

The U.S. National Park Service is one of the largest users of TIS systems, while the California Department of Transportation operates a system of 120 fixed TIS locations and another 12 mobile TIS facilities throughout the state.

The FCC estimates there are 1,300 TIS stations on the air in the United States. Stations typically can be heard in a three- to five-mile radius of the station’s antenna.

It’s not 1977 anymore

The groups requesting updates are the American Association of State Highway and Transportation Officials; the American Association of Information Radio Operators; and Highway Information Systems. Each submitted petitions asking for varying degrees of modifications.

Eric Ehrenreich, attorney advisor in the FCC’s policy division of the Public Safety and Homeland Security Bureau, said the bureau chose to combine the individual petitions into one NPRM.

“The commission is seeking comment on the specific changes to the TIS rules proposed by each petitioner and on the overall approach the FCC should take,” the FCC states in the notice.

The three petitioners contend that conditions have changed since the commission initiated the TIS service in 1977 and that the expansion of some of the rules would be in the public interest.

Highway Information Systems’ petition asked the commission to consider renaming the TIS service the “Local Government Radio Service” and eliminate the limitation that confines TIS stations to areas near roads, highways and public transportation terminals. In its petition, the group proposes that TIS stations be permitted to transmit information as determined by the government entity licensed to operate the station.

Highway Information Systems is a subsidiary of Vaisala, Inc., a Swedish firm that specializes in road weather monitoring systems. It purchased Highway Information Systems in 2009 from Quixote Corp.

Several of the petition groups asked the FCC to consider allowing use of “ribbon systems,” in which several transmitters in close proximity broadcast the same material to cover a larger geographic area. Current rules preclude government entities from creating networks of stations.

American Association of State Highway and Transportation Officials asked the FCC to consider allowing Amber alerts and 511 service information on TIS facilities.

William Baker, president of American Association of Information Radio Operators, said his group believes the TIS service can be more valuable for public safety.

“Helpful content is out there now that was not envisioned by the original writers of the rules. Amber alerts, for example, were not available in 1977 when the TIS rules were adopted. The question is whether such critical content should be disseminated widely by all media but excluded from TIS.”

Baker and his group, which has 335 members, contend that public safety is everyone’s business. “Just because someone is seated behind the wheel of a car does not mean that they suddenly cease to have an interest in their greater safety.”

Radio World’s attempts to reach the other two petitioners for comment were unsuccessful.

“Changes in FCC regulations to provide a broader base of information would be helpful, particularly rebroadcasting of NOAA information directly from NOAA. We also get asked a lot, particularly by local emergency officials, about increasing our coverage area.”

Williams said since wildfire is the number one public safety threat in the area, it’s critical for his TIS station to be allowed to carry advisories from the U.S. Forest Service.

TIS proponents often argue that the stations could benefit the public even more, especially during power blackouts, when traditional means of communication are inoperable. According to the FCC, a significant number of TIS stations operate on solar power or have backup systems that would allow them to continue operations.

“The FCC has an interest in promoting policies that will enhance the effectiveness of public alerts and warning reaching motorists over diverse communication channels,” the FCC states in the NPRM.

In addition to increased content, the commission invites public comment on whether TIS field strength limits should be modified to increase coverage areas and whether to allow stations in more locations.

At least one broadcast consulting firm questions the soundness of any power increase for TIS stations, citing concerns about increased clutter on the AM band, and especially nighttime skywave interference.

“Any increase in power level and increase in the number of TIS facilities is obviously going to increase the noise level, or the noise floor in the AM band, especially during nighttime hours,” said Ben Dawson, president of Hatfield & Dawson Consulting Engineers. “Nighttime skywave propagation is so variable that any increases in signal will likely raise the noise level.”

Commercial broadcasters at first opposed creation of the TIS in the mid-1970s, claiming that it would duplicate information provided by commercial broadcasters, the FCC wrote in the NPRM. However, those issues were settled when the commission ordered that TIS services be non-commercial and low-power, experts said.

Still, the NAB, in comments on the petition for rulemaking filed by American Association of Information Radio Operators in 2009, said there was insufficient evidence to justify a major overhaul of TIS operations and therefore asked that the petition be denied.

Others, including National Public Radio, have voiced similar reservations about changing the TIS rules, arguing that the service is accomplishing what it was intended to do.

“The FCC must ask itself whether there is a compelling need to recast the existing TIS service and if doing so will merely duplicate existing and emerging broadcast services,” NPR said in comments filed in response to the petitions for rulemaking.

The FCC’s Ehrenreich said bureau staff will review public comments and make recommendations to the full commission, which will ultimately decide whether to modify the rules by issuing a Report and Order.

Reply comments to PS Docket No. 09-19 were due by March 7; initial comments were due by Feb. 18.

Given the recent catastrophe in Japan, this is a most timely event.  Lots of quality speakers including Chuck Wemple from the Houston-Galveston Area Council who will be presenting an article on economic issues in post disaster recovery based on his experiences in Texas.  Information about this free event is below.

The Public Entity Risk Institute will present its first 2011 online symposium, Community Recovery from Disaster, March 21-25, 2011. The symposium will bring to practitioners and public officials practical information about the latest research and lessons learned about the economic, social, physical, institutional and interdisciplinary dimensions of disaster recovery. These dimensions were explored in depth by top researchers in the field at the recent Theory of Recovery Workshop sponsored by PERI and funded by the National Science Foundation. This online symposium will investigate how these dimensions of disaster recovery could affect your community, and offer lessons that will help you prepare.

Each day of the symposium, registered participants will be able to log in and read the papers and post comments on the material presented and pose questions to the authors or other participants. Provided as a public service, PERI Virtual Symposium Programs are free and open to anyone with Internet access (registration required). Each morning, participants who enroll in the Symposium will be emailed a link to the papers being presented that day.

This symposium program will be moderated by Dr. Laurie A. Johnson. Laurie Johnson is Principal of Laurie Johnson Consulting and a senior science advisor to Lexington and Chartis Insurance companies. She has over 20 years of professional experience in urban planning, risk management, and disaster recovery management, and has studied most of the world’s recent, major urban disasters, including the Chile (2010), Sichuan China (2008), Kobe Japan (1995) and Northridge (1994) earthquakes, Hurricane Katrina (2005) and the 2004 Florida storms, and the World Trade Center disaster. In 2006, she was a lead author of the recovery plan for the City of New Orleans following Hurricane Katrina and coauthored the book, Clear as Mud: Planning for the Rebuilding of New Orleans, published in April 2010.
